A Study on the Application of Housing Benefits to North Korea after Unification Based on the Example of East German Housing Subsidies after the Unification

Abstract
The purpose of this study was to design a housing benefit system for the post-unification period in Korea, in which South Korea¡¯s public housing benefit system is transferred to North Korea. This study first takes a historical perspective to examine the integration process of the housing policy and housing subsidies after the unification of Germany; then, the study presents the plan for application of the South Korean public housing subsidy to the North after the unification, regarding coverage, benefits, delivery system, and financial resources. The main conclusions from this study are as follows. First, based on the German experience, a gradual change process is needed to integrate the housing policies over a period of 20 years, rather than radical integration. Second, considering the example of the East German housing subsidy in the unified Germany, it is necessary in Korea to provide a housing benefit as public assistance for vulnerable social groups, which are an inevitable consequence in the course of the housing privatization process. Third, in order to
minimize population migration, housing benefits can be differentially implemented between residents in North Korea and those migrating to South Korea for only a limited time at the beginning of the unification. Lastly, academic, political, and practical approaches cope with housing problems after the unification are addressed from unification-perspectives.
